I understanad the 2^x - 2 equation for creating subnetworks, but does the minus 2 apply for host addresses? In other words can the host portion of the address be all 1's or 0's

the host address can't be all 11111111. 255 is for broadcasting. the second one you cant use is the 0. the zero is for network I.D. this is why you subtract 2 when you use subnetting formula.
255 for broadcasting
the 0 is for network I.D.
