What governs the speed to set clock rate at? How do you know what speed to use? Todd Lammle always sets clock rate at 64000. Is 64000 the default?

Negative. A T1 has a data rate of 1.536/1.544 Mbps. 64000 is t he speed of a DS0. In real life (outside of the lab) you router pulls clocking from the line and you wont set it. Don't confuse the "clock rate" with the "bandwidth", bandwidth is used as a metric for routing and defaults to 1544Kbps on a serial interface.
