WTF? Do you seriously have to pay for IOS?

I want to download IOS 12.3 on my 2524 routers but I've been told you have to pay for them? Please tell me there's a way to get this without having to sink more money into my lab. I mean, aren't these just like BIOS updates that you get for free off a web site?
