What IOS is needed to accomplish this?

I have 2 cisco 2600s and several catalyst switches

but when I create a subinterface, I cannot get the

encapsulation command to work...

Supported on the built-in 10Mb interface of the Cisco 2610, 2611, and 2612 in the 12.2(2)T IOS and subsequent releases. You can check the Cisco IOS Feature Navigator, but it would usually be in the plus or enterprise versions.
