Fat-323 accessing NTFS shares

Why is it that FAT-32 systems like Windows 98 can access shares on NTFS servers, but FAT-32 partitions cannot see NTFS partitions.

Does CIFS do this or what?

Probably because a share occurs over the network, and isn't a physical element. When you download a file off of the internet, your computer doesn't care less what OS/FS the server has, because the file appears exactly the same to both of you.
As for NTFS not being read on a 98 system partition -- That's because windows 98 doesn't have NTFS support. Ask bill.
