We have DNS on our ISA server and i have to keep clearing the cache evrytime a particular user needs to access a certain website. Has anyone any ideas. I cant change the TTL as the ISA server is not the primary server.

I think you can create a cache rule for the particular website having trouble and exclude it from caching. Try right click Cache > New Cache Rule.
