restricting user bandwidth with a layer 2 device?

*I posted this in the CCNA section as well, forgot there was a general section here. My bad.*
I searched online and found a couple of sites, including this one:

It mentions a number of ways to throttle user bandwidth, and the first one talks about doing it with a switch. I have heard of this before, but how is this done exactly? Does anyone have any experience with doing this? Seems doable.
If you could, please describe how this is done, and, if possible, an actual example (does not have to be with a cisco device) with command syntax.
I would greatly appreciate it.
