IPSec not working

According to Technet, IPSec can be implemented on a Win2K Pro machine like so:
For all IP traffic, always request security using Kerberos trust. Allow unsecured communication with clients that do not respond to request.
However, when I apply this policy to my one and only adapter, I cannot even access the internet. Is this normal? What am I doing wrong?

You need to have a certificate authority to authenticate your traffic, typically run on windows 2000 server.

I see. Any idea how I can obtain one? After doing a search, it appears that they are not free. Aren't there any free ones for educational purposes?

You might get away with OpenSSL & OpenCA on a linux box

Good luck, took me *Forever* to get ipsec working on 2.6.0 with those two.
