Strange DHCP issue

Today one of our remote offices couldn't get IP's and for testing they set a PC with static IP and that didn't work either. When I checked the DHCP server, I could see active leases, but I couldn't ping any of those IPs.
Does the DHCP server regularly check on assigned IP's to make sure they are up? I don't think, but wondering if someone can explain when the DHCP server updates its table/database?

The lease time is probably an extended period of time (at least in most cases 8 to 10 days) so you more than likely won't notice anything until that time is up. If you are in a domain, DNS will store the DHCP assigned address to the client machine so the lease doesn't matter much as they will generally get the same ip address every day unless something drastic happens.
I would start checking the router at the remote site and main site for issues if you couldn't ping to the "IP" addresses. -

Yes, the leases were going to expire Dec 20; I believe one week lease.
