Is EFS the best for this or is there another "good" tool?
encrypt the encryption, never mind my brain hurts.

What is your objective? Encrypting the entire drive, certain files/folders, for certain users?

Take a look at TrueCrypt (http://www.truecrypt.org).

probably just encrypt files and folders.

But true crypt does look pretty good!

I hear trueCrypt is superior to the one included with NTFS.

    +1 for Truecrypt
We responded to the Year 2000 issue with "Y2K" solutions...isn't this the kind of thinking that got us into trouble in the first place?

+2 for Truecrypt. Absolutely love it. I keep an encrypted thumb drive on my keychain at all times. It's really flexible with what you can do.

This podcast covers it well: http://twit.tv/sn41

I wouldn't be too worried about EFS being cracked. TC just has more features and flexibility.
