best way to encrypt files on windows
Is EFS the best for this or is there another "good" tool?
encrypt the encryption, never mind my brain hurts.

Take a look at TrueCrypt (http://www.truecrypt.org). -

I wouldn't be too worried about EFS being cracked. TC just has more features and flexibility.
