DLINK 3650 Gigabit switch

havin problems. i gave it an IP address that i got from an ISP but i am unable to establish a connection with it all it will do is foward packets when devices are plugged in, which is fine. but i cant access the web based access controls. i try to ping the switch with no success but i can ping the default gateway and other pcs so i know its still fowarding packets. another thing is i have no clue about configuring a switch other than reading the CLI manual that came with it.

You haven't given quite enough information. Are you trying to access the switch interally? Are you trying to go through a firewall? Usually those switches have https connections and completely disallow connections. Have you tried going to https://dlinksip?
