Point to Point T1 with no config
I have a Point to Point T1, with no config on either end (no ip).
Both ends show the link as up, and can detect the remote end via "sh cdp nei".
Will it actually pass traffic, or does it just show itself as up because it is on layer2?

Well, you do have layer 2 connectivity or CDP wouldn't work. Being a T1, I'm inclined to think there is not much use for it without layer 3 connectivity. I'm far from an expert on T1s though...
You may be able to use ip unnumbered if you want layer 3 without wasting IP addresses for a point-to-point link.... -

if you'd like to pass layer3 traffic assign a layer3 address to each end of the link.
(thereby enabling ip on the interface)
then ping each end.
now you have layer3 connectivity voila !!!rm -rf / -
