Remote Access Server obtains clients license from DHCP?

MS Press mentions that a server acting as a Remote Access Server will acquire IP addresses in blocks of 10 from the DHCP server to distribute amongst its remote access clients...

How does DHCP handle this?
How can one Server take a block of 10 addresses for distribution later?
