Group Policy Refresh Interval

Hello there,
Working with Transcenders, I came across a question whose reply states that if a computer does not enter in standby mode, it is because GP Refresh interval is too short. Standby mode is due to be triggered after 30 mn of inactivity. But as GP refresh interval is less than 30 mn, computer never enter standby mode.....
This is not really clear to me.... Why the timer is reset when refresh occurs? Thank you for your very much appreciated explanations

In some cases, Group Policy refresh settings can prevent a computer from entering hibernate mode or standby mode. This is because a policy update resets the hibernation or standby timer (just like moving the mouse or pressing a key on the keyboard).Help eradicate blood cancers with a donation to the Leukemia & Lymphoma Society. -
