FAST is a single user operation. You can only do 1 user at a time.

USMT is meant to migrate multiple users at once using scripts.

What would that make scanstate be?

I'm stating it like this because you should be fitting the puzzle pieces together. Learning that skill is almost more important than learning the actual fundamentals.
