Group Policy Setup

Any way to setup a group policy or something of the sort so users on a domain can not close a certain application or alter its settings? I deployed Cisco Unified Personal Communicator but it closes out when you click on the X instead of minimizing to the system tray like most chat programs. We also have some users that dont like it that they can now be tracked at work... Let me know if this is possible in a Windows Server 2003 enviroment or if anyone has any other suggestions on how to accomplish this.
Thanks!

I am sure it can be done through an GPO setting as well, but offhand I do not know where that would be. Try creating a preconfigured or mandatory profile and then experiment with it under a domain user account.
