What the heck is a "jacket"?

Another tool commonly used to attach UTP cabling to a jacket, in a patch closet for example, is the punch down tool, shown in the following image:

What is this "jacket" they are talking about? I have used a punch down tool to punch down "66" , "110" , and modular inserts but what the heck are they referring to here as a "jacket"?
