Thinking of connecting my firewall and internet router through a hub to so I can sniff all traffic bound for outside my office off my laptop, sprint basically told me we are maxing out our two T1's that are load balanced and I want to find out if some kind of funny business is going on before I recommend upgrading the lines, what is a good package preferrably free to show me some reporting on this?

You could also run all the traffic through a linux box and use something like wireshark.

By funny business, do you mean from outside the internet or your own network users?

How many users do you have? It doesn't take that many people doing things like streaming music to chew up 3mb of bandwidth.

I would second the wireshark box, would allow you to capture the traffic and see whats running through it.

Do you monitor users web usage?? This could highlight whats also happening.

Wireshark is available for Windows as well.
