But I'm not allowed to undertake the monumental task of fixing things. They basically just wanted me to be a band-aid. Now they want to put me back on AutoCAD. Time to step up on finishing my MCSE so I can get out of here!

You could explain to management that you think it would be a better sync of time and resources to sort out the windows acl's and provide user 'housekeeping' training.

Management's response: that isn't making us money. I've had other conversations with them that have always ended that way. To them IT is categorized under Necessary Evil. This is the downside to working for a small business.
