Top webhosting company down, DNS question

This afternoon a major Canadian webhosting company is entirely down. What's interesting is even its own website is down. You can't ping it, do lookup or trace it.

Now here's my question. If I were to run a business, I will sure keep a basic copy of my site on one of these $10/month plans in case my primary goes down.

Shouldn't that work? Can you not just specify different DNS (i.e. at two hosting companies) with your domain registrar?

    DNS changes can take 24-48 hours to propagate, so unless you're going to refer people to the second site by IP, there's no point. If a site is that critical, go with a better host.
