Group Policy Trouble

I can't get my Group Policy to take effect on my workstations.
SETUP:
Win2K Server
Multiple WinXP Workstations
Active Directory is installed
Cable Modem
Router is running DHCP (& mabe DNS)
I've done this:
Created a User called "Student"
Created a Security Group called "Students"
Added the Student User to the Students group
Created a Group policy on the Domain called "School Policy"
Under School Policy-->Properies-->Security I've added the "Students" group and checked the apply group policy option.
Under edit-->User Configuration-->AdminTemplates I've made my settings I want to take place on the workstations when they log on.
I'm not sure why my setting willnot take place on the workstations. I have the workstations logged onto my generic domain and using their username/pass at loggon with no problems.
I know active directory can be confussing for us noobs so mabe I don't have my active directory(or DNS,Dhcp, etc) set up correctly?
Is it possible I've installed the active directory and set this up without it being applied(like my Router is running DNS instead or something)?
I set up the Group Policy on the Site's Properies and the Domain's Properties because I thought mabe I had to apply it to one or the other.(tried both).
What am I doing wrong?
