Which has priority? (RAS question)

Hello my dears,
I notice that some option is available at both levels: "Remote Access Policy" and RAS server.
For example is possible to allow authentication protocols at both levels.
I asked which level has priority, if one has.
I do not succeed to find this answer.

allowing authentication protocols in the Profile of the Remote Access Policy is equivalent for client and server to force a negotiation between those protocols for choosing one.
This protocol has to be present (allowed) at the server level and at the client connection level.
Is this right? Hope yes and pass ahead...
