RIP "sleep time"?

Hi, I know the four timers in RIP (update, invalid, hold-down, and flush), but when configuring the RIP timer there is a fifth, optional timer:
R2520(config-router)#timers basic 30 180 180 240 ? <1-4294967295> Sleep time, in milliseconds <cr>It's probably not important, but I wonder what it is.

If I understand correctly, the sleeptime is to prevent many routers from flooding the network simultaneously with updates triggered by the same flash update. So it defeats its purpose if all or many routers are set to the same sleeptime, am I right? If no explicit sleeptime is set, does a router pick a random delay when it receives a flash update?
