purpose of vlan routed interface

can someone explain to me what is the purpose of assigning an ip address to a vlan? From what I understand, it is only used for vlan routing on layer 3 switches. Is it used for anything else?
For example, in the context of HSRP, the vlan is assigned an ip address and is also assigned a virtual ip address for the virtual router through the command: standby group_number ip ip_address command. Is it even necessary to assign an ip address to the vlan?
