Hold down timers query

I have been watching CBT Nuggets and reading the ICND2 Cisco Press book, and they both have conflicting opinions on this subject.
Jeremy from CBT says that once the timer is in place it won't belive anything from anyone until the timer count down is finished, this is to avoid problems with flapping interfaces which would cause updates going from this router to a neighbour saying the interface is up...down...up...etc. This would cause a huge amount of network traffic, the hold down timer is to avoid all of this traffic.
However, Wendel from Cisco Press says that it will believe updates from the original source (which could be a flapping interface), this completely contradicts what Jeremy said.
Any ideas??
