Hiding files and folders from search on Windows XP

Is it possible for AD to prevent Windows Explorer Search from finding files and folders on a Windows XP computer despite having the Search hidden files and folders and Search subfolders options enabled on Search?

I have several .NET apps that store their user.config file under the C:\Documents and Settings\LocalService\Local Settings\Application Data\ path on WinXP machines. On a specific WinXP computer on a corporate network and under the control of AD, the files and folders under the Application Data folder do not appear in Search, even though the search options are enabled and user has admin privileges. However, the files are there as revealed by file activity monitoring programs, and my .NET apps work just fine. I'm wondering if the files not being discovered by Search is an effect of AD over-ridding the local settings of WinXP.
