It depends. Typically, the fewer the cores, the higher the speed. If an application isn't designed to use multiple cores, it'll only use one, so the faster speed will win. If it is designed to use multiple cores, maybe something like video editing or 3D rendering, you'll get greater performance out of multiple cores, even if they are lower in speed.
I just glanced at NewEgg, and it looks like the fastest quad is 3.2ghz while the fastest dual is 3.33ghz. However, the quad costs about $1500 while the dual is $270. You do get a free Assassin's Creed game with the quad though
