When is MS going to release their new NDA?

They talked about it 2 months ago, but I have seen nothing about it being released yet. (Where they will start making decisions based off testing statistics , on whether to ban someone or not.) Or has it already started? I've been waiting in anticipation!

It wasn't something new that was being changed (except the lifetime ban, instead of two tiers of bans), they were just clarifying how they interpret the agreement and what is acceptable vs. what is cheating, etc.
