Gatekeeper commands

I saw on a training video recently where a gateway was connected to a gatekeeper, and gatekeeper commands were being input on the gateway. Commands like "zone local" and "zone remote," gw-type-prefix," "bandwidth," etc. Ok, I understand the commands; so why wouldn't such commands be put in the gatekeeper and not the gateway? And if gatekeeper commands are put in the gateway, when would commands be put in the gatekeeper?
I'm seeing that gatekeeper commands can be input on either a gateway OR a gatekeeper, which is messing with my head a little bit. I had thought gateway commands go on a gateway, and gatekeeper commands on a gatekeeper.
