over quota, u may wanna chck this

I enabled disk quota on drive e: to 5MB, I logged as a user called test and able to store about 35MB. Disk quota tool does tell me test is over quota. But why does it allow to coninue saving even after over quota?

That is probably because you forgot to enable the Deny disk space to users exceeding quota limit on the Quota tab of the volume's properties, right?
