Icons missing from XP Pro Desktop

For some reason, one of my users has no icons on her desktop. I thought ok, this should be an easy fix.
So I log in, go to properties, arrange icons by .... and then nothing, the entire list is grayed out.
Then I tried this:
1. Right-click the desktop, and then click Properties.
2. On the Desktop tab, click Customize Desktop.
3. Under Desktop icons, click to select the check boxes of the icons you want to view.
4. Click OK two times.
Still nothing showing up.
I rarely hear from this user, and they need to start saving files to their desktop per their manager. Anyone have a clue how to fix the menu so it is not grayed out anymore?

Is it set to show the desktop icons?

Yes, if I go into explorer, I can see everything. You cannot get to show desktop icons, as that is grayed out.

Maybe that's a powertoys xp setting...
