What are some Cisco routers I could use with a Fractional T3 line... around 10mbps

The number they quote is with nothing enabled. A general rule is that you should halve it for every feature you enable e.g. IPS.
A 2800 should be okay. What exact model you get depends on what you want enabled.
Are you going to be getting a BGP feed?
