Quality of Service on router

If you have only one cable going into a router and enable QoS, does it throttle the bandwidth down to 25% on each of the 4 ports even though the other 3 are not in use, or will it automatically adjust to give the single port 100%? The router in question is a Draytek Vigor 2820.

Although I am not familiar with that particular router, it has always been my understanding that QOS only comes into play when there is contention on the port. As long as there are no traffic problems, everything is delivered FIFO or best effort.
