Program for generating ARP requests?

Does anyone know of something that can be used to generate ARP requests from random MAC/IP addresses to a specific MAC/IP address that will work in Windows XP?

Packet Builder from ColaSoft is quite nice. It could use a few usability improvements, but for a v1.0 it's quite usable now. Packet Player is very good for capping and replaying packet streams.
