Yea, I found this: Network Policy and Access Services but it doesn't seem to be exactly what he's looking for.

You're going to want to have your friend look into RRAS, which is now part of the Network Policy and Access Services on Windows Server 2008. The closest thing I could find was this article, which discusses setting up remote access with VPN on Server 2008 and discusses the various security options. Go through each part, and you should have enough information to be able to advise your friend.
