Setting time from server, disabling on clients

I have a vp here who constantly watches the clocks on peoples computers. He is wanting a way to sync everyone with the server (easily done) then disabling the feature to allow clients from changing their times, ever.
Anyone ever done this?

I have this in my environment. It's easily done via DHCP, Group Policy, and NTP settings.

Yea, is this a domain environment? The time should already be synchronized from the DC with the PDC Emulator FSMO role.
