Group Policy question

Hi guys, very noobish question
I did a fresh install of Windows Server 2003, I have 2 problems:
1. I can't change the background/wallpaper
2. There seem to be a default password complexity requirement that I want to remove.
I installed the gpmc.msc but not sure how to change the policies (a billion options)
Can anyone tell me how to change the policy for that?
(I want it for the entire domain, not just locally)

Open your GPMC, expand the plus sign by your top level domain or by the Group Policy Objects. Right click your default domain policy and select "edit".
The password complexity options will be under
Computer Configuration, Windows Settings, Security Settings, Account Policies, Password Policy
.
Wallpaper will be under
User Configuration, Administrative Templates, Control Panel, Display
.
