Disk Quotas / Recycle Bins and Group Policy

We are running a Server 2003 environment and trying to free up some disk space as the backups are getting a bit larger than we would like.

Quota management on the server hard disks are enabled for monitoring but we have not imposed quota limits (yet). We will be doing so shortly.

If a quota limit is imposed will this affect existing users as well as new users - the quota choices refer to "select the default quota limit for new users on this volume" what about existing users ??

With regards to users home folders on the server, default settings regarding group policy are applied to these folders at present. i.e. settings affecting recycle bin are not configured.
In group policy there are some settings to delete files immediately and not to use a recycle bin or alternatively to impose a maximum percentage size for the recycle bin area.
If these group policy settings are enabled, would existing recycle bins be emptied automatically? New users I would presume would not be allocated any recycle bin space if group policy was enabled.
