Time Based Local Drive Mapping??

Hello Guys,
Is it possible to setup
1) a time-period based drivemapping on citrix
- Only few users should be able to map local drives
- The above users should be able to map drive say after 6pm to 10 pm.
2) When user has mapped a local drive, he can download the file to his local disk. Now when file is being transfered , it should be encrypted.
The questions may seem ambiguous but u may give me ur inputs using which I will gain further ground with the actual requirement in my organisation
