Yes the per seat-seat, per server.

It's pretty straight-forward.

Say you have nine users who share five computers. In this scenario, you'd be better off buying five CALs and using per-device.

You'd go with per-user if you had less users than computers. For example, if you had five users who worked on eight computers, per-user would be a more efficient licensing model.
