suid & sgid

Hello,

I am trying to wrap my head around a question in the testout linux+ lab sim.

It is asking "you need to set the suid permission on a file named rider. which of the following commands will accomplish this?"

The answer is 4777 however maybe I'm not fully understanding the concept of suid/sguid if someone can explain this to me or even have any resources I can read about it would be great.
