RSVP Agent status unknown

Hi,

Trying to configure RSVP Agent for CAC but CUCM shows registeration status unknow.
Home Lab = CUCM 7.0

R 3725 (NM-HDV-4PVDM-12)

but when I try the same config with 2811 with PVDM2-48 it works fine.
I am wondering is it because of older NM-HDV module in 3725 and its not compatible with CUCM 7.0?
