Can't nest security groups

So i'm doing some exercises on group management in AD and I get the following message when I try to place "Group 1" (global security group) as a member of "Group 2" (another global security group)
"you cannot nest global groups in a mixed domain if the group is security enabled"
Here's my problem....when I first got this message I was running in 2000 mixed mode so I went and elevated the domain functional level to Server 2003 and it still won't work.
Any thoughts? I've googled it a bit but found nothing
SOLVED:
I raised the forest functional level from windows 2000 to Windows Server 2003 and i can now nest groups. woohoo
