Fill factor question

Hey all, question on fill factor. It is my impression that if you say set fill factor to 60, then your free space percentage would be 40, correct?

Setting: Maintenance Plan Wizard to rebuild Index task, under free space options, one option is 'Change free space per page percentage to: [__]'

If the question states to you want the indexes rebuilt with a fill factor of 60, then the above would be 40?
