VMware worksation 6.5 2 x CPU support

I know workstation 6.5 doesn't allow you to allocate more that 2 cores to a VM, but does it always allocate either the first or second CPU to a VM

so if I had 2 VMs that were allocated 2 cores each, would they be sharing the same cores on a host that had a Quad processor?
