Clarifications on Tax declaration for side job

I would like to know or if anybody can point me to the correct IRS rulings on any income other than your regular full time employment.
Like for example if you fixed computer on the side and you charge the client since its your side job which is you dont actually advertised just somebody approached you to fixed there computer and of course you got paid for that job and its not a regular basis do you really need to declare this to your Income Tax Return even if your not earning on this on a regular basis?
Or is there a limit that you can only declare if you earned certain amount monthly on the side job?
