Creating MSI files from non-microsoft programs

Hi,
I'm looking to buy a product to do the above.
I've looked at the EMCO MSI Package Builder:
MSI Package Builder - Create MSI ready for silent unattended install
I have been told that MS System Center Essentials can also package software into MSI files.
I'm ok installing Microsoft MSI products on a windows 2003 network but need advice as to whether the MS System Center Essentials would be suitable - we have a volume license agreement and I'm told we can download this.
Any help appreciated.
