Excel shared workbook navigation problem

Hey guys and gals

we've got this sharded workbook in excel that when you open it from any PC it takes to a part of the sheet, in this case where data from 2008 is displayed, then you are unable to navigate left and right to different parts of the same speadsheet? although it will nav up and down

It's shared with tracking enabled, ideas?

i fixed it, someone bloodly froze the panes for the whole page
