UAC (windows settings/windows binaries)

What exactly are windows settings and windows binaries?
In group policy I can configure UAC: behaviour of the elevation prompt. The default setting there is prompt for consent for non-windows binaries. In other words, for applications that are not a part of the windows OS.
But what apps are windows binaries? Isnt for example command prompt a part of the OS? But when I want to run Command prompt with elevated privileges, I am prompted for consent, even when logged on as an administrator.

Windows binaries would be something like CMD.exe, MMC, .MSC's, .CPL's, etc

Thanks for the explanation. That makes perfect sense.
