Tools for Template Script writing

Often, I find myself working on large projects where my group needs to implement the same cookie cutter template for a bunch of RBOs.
Currently, I utilize Microsoft Word with the Form features in order to create scripts with variables for things such as Head-End MPLS interface IP and tunnel subnet. My coworkers have to enable form protection in order to input values for the variables and then they have to unprotect the form in order to actually select the text to be applied to the routers.
Does anyone have any suggestions to remove the extra step of having to protect and unprotect the form? This is not something overly complicated, but every time we introduce the script to someone, I have to show them how to enable the toolbar for editing forms in order to show them how to use the form.
Does anyone have any tools/techniques they currently utilize for such template based changes?
